Statement by Hon. Dinesh Gunawardena, Minister of Foreign Relations of Sri Lanka, at the 43rd Session of the Human Rights Council – High Level Segment, 26 February 2020

Ladies and gentlemen,
As this Council is aware, in November 2019, the people of Sri Lanka gave a resounding mandate to President Gotabhaya Rajapaksa, to pursue a policy framework aimed at achieving the “four-fold outcome of a productive citizenry; a contented family, a disciplined, a just society and a prosperous nation” . It is envisaged to achieve sustainable development and peace in the country, firmly anchored in safeguarding “national security without compromising the democratic space available to our people” .
It was announced a short while ago that the US Department of State has designated Lieutenant General Shavendra Silva, current Commander of the Sri Lanka Army and Acting Chief of Defense Staff and his immediate family members. The public designation makes them ineligible for entry into the United States.
The Embassy of Switzerland in Sri Lanka on 30 December 2019, has communicated the following Diplomatic Note to the Ministry of Foreign Relations of Sri Lanka. The note is being simultaneously released by the Embassy of Switzerland in Sri Lanka and the Ministry of Foreign Relations in Colombo. The note reads as follows:
